Tens of thousands of islands, free anchorages and no license exam for boats under 12 by 4 meters: Stockholm is open cruising ground. The limits come from big ships, protected islands and a few club rules. Here they are.
When you need this
You are planning a weekend or a week under sail among the islands east of Stockholm, on your own boat or a chartered one. You want to know whether you need a license, where you may spend the night, and how to deal with the ferries and cruise ships that use the same channels. Or you are standing at the chart table wondering whether that bay is a nature reserve.
Inner, middle and outer archipelago
The Stockholm archipelago (skärgård) runs from the city out to the open Baltic. Visit Stockholm counts about 30,000 islands. Local authorities and sailors divide it into three zones, and each sails differently.

Skärgårdsstiftelsen, a foundation founded in 1959, owns about 12% of the archipelago’s land. It runs guest harbors and jetties from Arholma and Lidö in the north through Grinda, Gällnö and Hjälmö in the middle to Utö and Nåttarö in the south, operated by local businesses, plus protected natural harbors for a night at anchor. Islands without scheduled boats need your own boat or a water taxi.
Licenses and chartering
Sweden has no license requirement for a leisure boat shorter than 12 meters and narrower than 4 meters. Water scooters are the exception. For a boat longer than 12 m and wider than 4 m, the skipper needs a skepparexamen, kustskepparexamen (coastal skipper certificate) or higher. Check the size before you book.
Getting a boat comes in three broad types. Guided boat tours are aimed at inexperienced sailors. Sailing trips with instruction are offered in parts of the archipelago. And peer-to-peer platforms let you rent a sailboat or motorboat directly from its owner. We do not name operators; our renting a boat guide covers contracts and certificates in depth.
Big ships and fairways
Ferries, cruise ships and cargo ships reach Stockholm through a few long marked fairways (farleder). From the south, the Landsort fairway runs over Mysingen, Jungfrufjärden and Nämdöfjärden to Kanholmsfjärden, where it joins the Sandhamn fairway. It carries about seven ship passages a day and is being deepened for larger ships. Ships longer than 245 m cannot use the Sandhamn fairway and go via Furusund in the north, where ferries made up most of the traffic, at roughly 13–14 passages a day, in a 2007–2015 count.
The rule that matters is short. Under Transportstyrelsen’s sea traffic rules, a sailing vessel of any length, and any vessel under 20 m, must not impede a ship that can navigate safely only inside a narrow fairway. Everywhere else the familiar order applies:
- A power-driven vessel gives way to a sailing vessel — except in narrow fairways, traffic separation schemes and when overtaking.
- Between two sailing boats, the one with the wind on its port side gives way; on the same tack, the windward boat gives way.
- An overtaking boat always keeps clear, whatever its type.
A large ship has little or no ability to turn or slow down quickly, and it has a large blind zone ahead. Sjöräddningssällskapet, the Swedish sea rescue society, advises crossing astern of a ship where you can, at right angles, and showing your intention early. When you follow a fairway, keep near its outer edge on your starboard side, and keep a lookout all round, astern included.
VTS Stockholm, Sjöfartsverket’s vessel traffic service, works on VHF channel 73 from Södertälje and gives traffic information to shipping. Its pages set out no calling routine for leisure boats. If you carry a VHF, channel 73 is where the ships’ traffic information is.
Natural harbors and anchoring
Sweden’s right of public access, allemansrätten, covers boats. You may land, swim, anchor and moor temporarily on any shore that is not part of a garden plot. Boathouses and jetties on a plot are private. There is no fixed distance from houses; the test is whether residents are disturbed. Our allemansrätten guide has the full picture.
A night in a naturhamn (natural harbor) is the classic archipelago stay. Båtmiljö, the boating-environment site of Svenska Båtunionen, puts the limit at a single night or so in the same place; for longer, ask the landowner. You may briefly use a private jetty outside the zone around a home, but move at once if the owner needs it. Boat club islands (klubbholmar) may be largely outside allemansrätten, so use the club’s guest berths and follow its rules.
The blue buoys are not public. Svenska Kryssarklubben, a cruising association, has laid over 260 of them. They are for boats registered with the club, flying the current year’s buoy flag and clearly named, for at most 24 hours. Everyone else anchors or moors ashore. Protected islands: reserves, sanctuaries and the new national park
Much of the land you will anchor off is protected. Most or all of Skärgårdsstiftelsen’s areas are nature reserves, and each reserve has its own regulations (föreskrifter) on mooring, camping, fires and dogs that override allemansrätten.
Bird and seal sanctuaries close islets for part of the year. Stockholm’s closures are not the national default: examples run 1 February–15 August or 1 April–31 July, and many also ban boats within 100 meters. Watch for yellow or red-and-yellow signs, check the chart, and look up anchorages on Naturvårdsverket’s Skyddad natur map or the county board’s map before you drop anchor.
Nämdöskärgårdens nationalpark, protected in 2025 off Värmdö, is Sweden’s first marine national park in the Baltic. In some especially sensitive areas it is forbidden to anchor, to run a motor or to take any vessel in at all. Its separate sea traffic regulations had not entered into force in September 2026. A fire ban from the county board or municipality overrides any reserve rule that allows fires. Check the fire-ban map before you light a barbecue ashore.
Wind, forecasts and charts
No official wind limit exists for leisure sailors. SMHI, the Swedish weather service, calls wind up to 13.8 meters per second a breeze (bris) at sea and 13.9–24.4 m/s a gale (kuling), and issues a yellow sea-wind warning from a mean wind of 14 m/s. Gusts are often much stronger than the mean. For the archipelago, read the coastal strips Söderarm–Sandhamn in the north and Sandhamn–Landsort in the south.
Charts come from Sjöfartsverket, the Swedish Maritime Administration. Its small-craft chart atlases (båtsportkort) for Stockholm north, central and south were reissued in March 2026. Sjöfartsverket makes close to 2,000 updates a year and, with satellite navigation seeing widespread disturbances, stresses carrying a current printed chart. Do not trust depths from an old edition either: the depth reference level has been changing since 2016, and parts of the archipelago with sparse old soundings now show shallower.
On board: toilets, alcohol, safety
- Toilet waste: releasing it into the water is banned in all Swedish waters, lakes and rivers for every leisure boat except K-marked historic ones. Pump out ashore.
- Rubbish: Skärgårdsstiftelsen asks you to take it home, and never to pee in the sea; bury waste where there is no toilet.
- Alcohol: the fixed 0.2 per mille limit covers boats with a hull of 10 m or more, or capable of 15 knots. On any boat, being too affected to handle a safety-critical task is still sjöfylleri (drunk boating). Our midsummer guide covers the holiday weekend on the water.

Mistakes to avoid
- Assuming sail always has right of way. Not against a ship confined to a narrow fairway.
- Treating every island as open land. Reserves, sanctuaries and the national park all restrict it.
- Picking up a blue SXK buoy without membership.
- Navigating on a phone alone. Carry the 2026 printed chart.
- Staying several nights in one natural harbor. A night or so, unless the landowner agrees.

Do I need a license to sail in the Stockholm archipelago?
Not for a leisure boat shorter than 12 meters and narrower than 4 meters. Transportstyrelsen sets no license requirement below that size, except for water scooters. A boat longer than 12 meters and wider than 4 meters needs a skipper with a skepparexamen, kustskepparexamen or higher. Check the size before you charter.
Can I anchor anywhere in the Stockholm archipelago?

Does a sailing boat have right of way over motorboats in Sweden?
Usually. Sweden’s sea traffic rules say a power-driven vessel gives way to a sailing vessel. But in a narrow fairway a sailing boat must not impede a ship that can only navigate safely inside it, and an overtaking boat always keeps clear. In practice, big ships in Stockholm’s fairways cannot turn or stop for you.
