The law asks almost nothing of you. The rental contract asks quite a lot. Here is what each one requires, what the deposit really covers, and what to check before you cast off.

When you need this

You are booking a day boat in the Stockholm archipelago, on the West Coast or on a lake. Or you are chartering a sailing yacht or catamaran for a week and wondering whether your home certificate counts. Maybe you want to try a jet ski, rent a private person’s boat through a sharing platform, or you have a contract in front of you with a deposit and an excess you do not fully understand.

What the law requires: almost nothing

Sweden has no general boat license. You need no certificate to drive a leisure boat unless it is both longer than 12 meters and wider than 4 meters. Above that size, the skipper (befälhavare) must hold skepparexamen, kustskepparexamen or a higher nautical qualification. The two dimensions are cumulative, so a long but narrow boat stays below the threshold. Check both numbers on the specification sheet.

Calls for a general boat license come up every year. On 19 March 2026 the Riksdag, Sweden’s parliament, rejected them again, together with a proposed compulsory register for leisure boats. If a rental website tells you a båtkörkort is coming next year, treat it with caution.

“No license” does not mean “no rules”. Swedish maritime law requires every boat to be safely manned. Whoever is at the helm answers for the boat being seaworthy and handled with good seamanship, whoever owns it. Poor seamanship can bring a fine or even prison. What rental firms ask for

What the law leaves open, the rental firm fills in. Each firm decides which certificate it wants to see. The most common request is the förarintyg, Sweden’s basic navigation certificate, for motorboats. For sailing yachts many firms want the more advanced kustskepparintyg (coastal skipper certificate), and some even ask for it on a small sailboat. Others add a practical boat-handling certificate or a VHF radio certificate (SRC), and some ask for the international ICC.

The firm’s requirement is a contract term rather than law, but it binds you. Arrive without the certificate the firm asked for and you may not get the boat. Ask before you book.

A common mix-up: the förarintyg is not a Transportstyrelsen license. It is a voluntary certificate administered by Nämnden för båtlivsutbildning (NFB), a board in which the Swedish Transport Agency sits alongside three boating organizations. The certificate shows you can handle a leisure boat in sheltered waters in daylight, and the exam is open from age 12. NFB certificates do not expire. If you want one for next time, note that buying the exam license online requires Swedish e-ID (Mobilt BankID or Freja eID), so ask a course provider how visitors can sit it.

Bareboat or skippered?

A bareboat charter makes you the skipper. Below the 12 × 4 m threshold that is purely a question of what the firm accepts. Above it, you need the formal qualification, and Transportstyrelsen’s pages do not say which foreign or international certificates count. Get the firm’s acceptance in writing, or book a skippered charter: then the skipper who comes with the boat must meet the requirement, not you.

Jet skis: the one real license

Jet skis are the exception. Since 1 May 2022, everyone riding one needs a förarbevis för vattenskoter, and the minimum age for training and riding is 15. You must carry the förarbevis and valid ID on board. Police and the Coast Guard check, and riding without one is punishable by a fine.

Visitors from other EEA countries can ride with an equivalent certificate issued at home. Without one, you must complete training of at least 15 hours with an approved Swedish school, pass its test and apply to Transportstyrelsen. The exemptions are narrow: state authority and rescue-service work, approved training, and competition or training under a member federation of the Swedish Sports Confederation.

Deposits and insurance

The money side of a boat rental is set by the contract, not by a special consumer law. The usual pattern:

  • You pay a deposit (deposition) that commonly matches the insurance excess (självrisk). It comes back when you return the boat in the condition you received it.
  • As a starting point, the owner bears accidental damage, and you become liable if the damage comes from your own negligence. Your contract can shift this.
  • Anything not written into the handover inspection report (besiktningsprotokoll) can be blamed on you, including a previous renter’s scratch.

Boats also differ from rental cars in one important way. A car in Sweden has traffic insurance built on strict liability (our car rental insurance guide explains it). Boats have no strict liability: if you injure someone or damage another boat, the claim follows ordinary tort law and turns on negligence. Ask whether the boat’s liability cover (ansvarsskydd) applies to you as the driver.

Boat policies also carry care requirements (aktsamhetskrav). A breach can cut the insurer’s payout by 25 or 50 percent, or to nothing, and your contract decides whether that gap lands on you.

Renting privately? An owner’s ordinary boat insurance often does not cover renting the boat out; an add-on or a larger policy is usually needed. Ask for proof that it does before you pay.

Your consumer rights

Three rules shape what you can do if a booking goes wrong.

  1. No cooling-off right for dated bookings. Sweden’s 14-day right of withdrawal (ångerrätt) for online purchases does not apply to leisure activities or car rental supplied on a set day or period. Boat hire is not named in the list, but a dated boat booking most likely falls under the same exception. The firm’s own cancellation terms decide.
  2. Private owners are outside consumer law. Online marketplaces must tell you whether the boat’s owner is a business. If not, they must say that consumer-protection law does not apply to that contract.
  3. Disputes go to the firm first, then ARN. Allmänna reklamationsnämnden, the national consumer disputes board, takes a case once the firm has said no or had reasonable time to answer. You must file within a year of your first complaint, and the claim must be above a value threshold. Foreign firms are covered only with sufficient connection to Sweden.

Fuel, range and the handover

Before you leave the jetty, ask the owner for a test run. Learn where the main switch is, how the stove works and where the safety gear is stowed. Walk the boat together and write every defect into the handover report. Get the owner’s phone number and clear instructions for breakdowns. If something breaks, call the owner; paying a yard yourself and claiming it back on return is usually refused.

Fuel and range. Ask for the tank size and the fuel use at cruising speed, and plan refuelling at sea fuel stations (sjömackar) on your route. Running a few knots below top speed cuts fuel use substantially; the most economical speed is usually just above planing speed. Ask which fuel the engine takes: petrol is now commonly E10, and two-stroke outboards need two-stroke oil mixed in. Return the boat as agreed, normally full and clean.

Alcohol. The person steering a boat that can do 15 knots, or with a hull at least 10 meters long, must stay under 0.2 per mille. Ask the firm for the boat’s top speed. On any boat, steering when too affected to do it safely is also sjöfylleri (drunk boating). The penalty runs to six months in prison, two years if gross. The limit matters most at Midsummer.

Safety. Check there is a correctly sized, CE-marked life jacket for everyone aboard; non-swimmers and children need a rescue vest. Almost half of those who drowned after falling from a boat would have survived with one, and early-summer water is colder than the air suggests (see our cold safety guide). In an emergency, call 112 and ask for sea rescue, or use VHF channel 16; the rescue centre answers as Sweden Rescue.

Toilets. No toilet waste may go overboard from any leisure boat, Swedish or foreign, in the sea, lakes or rivers. Empty the tank at a pump-out station; our guest harbors guide explains where.

Where to rent

Visit Sweden names the Stockholm archipelago, the West Coast, Gotland, Öland and the High Coast as the main sailing areas; that is where to start looking for charters and day boats. Lakes and canals, the Göta Canal among them, are boating destinations in their own right. The season runs June to September.

Local speed limits are set by county boards and signposted, typically at harbor entrances and narrow passages; open sea usually has no general limit. Protected areas can ban landing or boats in season, and a rental firm’s area limits do not replace them. For overnight stops, allemansrätten lets you anchor and moor temporarily off shores that are not a private plot and sleep aboard for a night or so.

FAQ

Do I need a license to rent a boat in Sweden?

Not by law, unless the boat is over 12 meters long and over 4 meters wide, when the skipper needs a formal qualification. Jet skis are the exception: they need a förarbevis. But each rental firm sets its own requirement, and many ask for a förarintyg for motorboats or a kustskepparintyg for sailing yachts. Check the firm’s terms before you book.
