Driving a rental in Sweden is easy. The trouble usually comes on paper: a licence the desk won’t accept, an excess you didn’t understand, or a charge that lands on your card weeks later. Here is what the law puts on the company, and what it leaves to you.

When you need this

You’re comparing rental offers before the trip, or standing at the desk at Arlanda, Landvetter or Copenhagen Airport being offered an excess reduction. Or the trip is over and a charge from the rental company has just appeared on your card.

Your licence and age

Any company that rents out cars for less than a year needs a permit from Transportstyrelsen, the transport agency. The law also forbids it to hand a car to a driver who cannot show they are licensed to drive it. So the physical licence is not optional. Bring the card itself, for every driver.

Whether your licence is valid is decided by the Driving Licence Act (körkortslagen), not by the rental company:

The legal minimum age is 18. A foreign licence doesn’t let anyone younger drive a car in Sweden, whatever home allows. Above 18, each company sets its own rules. Konsumentverket, the Swedish Consumer Agency, notes that age limits and surcharges vary between companies. It also notes that the insurance often covers only the main driver, so put every driver’s name on the contract. The full licence rules are in driving in Sweden.

What the insurance actually covers

This is the split most visitors get wrong. Every car in Sweden must carry trafikförsäkring, the compulsory traffic insurance. It pays for:

  • injuries to the driver, the passengers, and people outside the car
  • damage to other people’s property, such as another car or a fence

It does not pay for the rental car itself, or for things carried in it.

Damage to the car is handled by the contract’s own damage cover, usually sold as CDW. That cover still leaves you paying the excess (självrisk), which can be high. The company will offer a självriskreducering (excess reduction) at the desk. Before you accept it, check whether your payment card or home insurance already covers a rental car’s excess. Konsumentverket suggests exactly this check, so you don’t pay for the same cover twice.

One Swedish detail works in your favor. Rental insurance abroad sometimes leaves the driver’s own injuries uncovered, and Swedish consumer advisers warn Swedes about this when they rent elsewhere. In Sweden, traffic insurance covers the driver’s injuries too.

At the desk: deposit and damage record

The company will usually reserve a deposit on your card. Check that the amount matches the contract.

Then inspect the car before you sign. Konsumentverket’s advice is concrete:

  1. Walk round the car with a member of staff if you can.
  2. Get every scratch and dent into the damage record (skadeprotokoll), and keep a copy.
  3. Photograph or film the car yourself, including wheels, glass and the fuel gauge.

That record matters later, because Konsumentverket’s two guides describe the burden of proof differently. The English guide says the company must show you were responsible for any damage. The Swedish guide says it is up to you to show you were careful. Either way, your pickup photos are your answer.

Repeat the check at return. Bring the car back with the agreed fuel or charge, because shortfalls and cleaning can be charged. If you are renting an electric car, renting an EV in Sweden covers charging.

From 1 December to 31 March, winter tyres are compulsory whenever there are winter road conditions. The duty sits with the vehicle’s owner, even when someone else is driving, and for a rental the owner is the company. The driver can be fined too if they knew or should have known, so it is still worth a glance at the tyres.

This winter’s duty period starts on 1 December 2026. Studded tyres become legal again on 1 October 2026 and may be used until 15 April. If you’ll drive in central Stockholm, Gothenburg or Uppsala, ask whether the car has studs, since some streets there ban them. Picking up in Copenhagen? Taking the car to Norway or Denmark

Ask before you rent whether the car may leave Sweden, and make sure the permission is written into the contract. Konsumentverket advises both, and adds that you should expect tolls in the other country.

The Öresund Bridge to Denmark is a separate toll run by its operator, paid per crossing. It is not a Swedish state charge. One-way rentals, and cross-border drop-offs in particular, often carry an extra fee, so compare that before you book.

The charges that arrive after the trip

Sweden collects most road charges from the vehicle owner, not the driver. With a rental, that is the company, and it passes the cost on to you.

There are no booths and nothing to pay at the gantry. Ask at the desk how the company bills these charges and what it adds. Congestion charges and bridge tolls have the details.

Speed cameras photograph the driver. The police compare the image with passport or licence photos, and when that isn’t enough they ask the owner who was driving. The case then follows you, and leaving Sweden doesn’t end it. An EU amendment adds cross-border enforcement of unpaid fines over EUR 70, and member states must write it into national law by 20 July 2027. Limits and fines are in speed limits in Sweden.

One more thing: Transportstyrelsen never demands congestion-tax payment by email or SMS. A message that does is a scam.

When a charge looks wrong

Ask the company for the evidence in writing: photos, the damage record and repair costs. Konsumentverket says a company may not charge your card or deposit for damage without first giving you the chance to dispute it. If it does, ask your card issuer about a chargeback.

If the company won’t fix it, complain to it in writing first. Then you can take the case to ARN (Allmänna reklamationsnämnden, the National Board for Consumer Disputes) for a small fee, or ask the European Consumer Centre in Sweden for help. There is no statutory right to cancel a rental booking, so cancellation follows the contract terms.

Do I need an international driving permit to rent a car in Sweden?

Usually not. Swedish law requires a permit or certified translation only when your licence follows neither the Geneva nor the Vienna convention model and is not written in English, German or French. EEA licences and English-language licences from the US, UK, Canada or Australia are valid on their own. Bring the physical licence: the company must see that each driver is licensed.

What insurance is included with a rental car in Sweden?
