Sweden runs its buses, metros and regional trains on trust plus spot checks, and the penalty for getting it wrong is steep. Here is how the surcharge works, which tourist mistakes trigger it, what inspectors may do, and how to dispute it.

When you need this

  • An inspector has just asked for your ticket and your app will not open
  • You tapped your card but are not sure it counted, or you are past the zone you paid for
  • You have been handed a surcharge slip or an information card in Swedish
  • A letter or e-mail about a tilläggsavgift has followed you home

How the surcharge works

Swedish public transport uses proof of payment. You need a valid ticket before you board, and inspectors check it at metro gates, on platforms and on board, sometimes in plain clothes. If you cannot show one, you do not get a police fine. You get a tilläggsavgift (surcharge), charged by the operator under a 1977 law, Lag (1977:67) om tilläggsavgift i kollektiv persontrafik, on top of the fare.

There is no national amount. The law says only that the surcharge must be skäligt (reasonable) given the operator’s inspection costs and the fare. Under a companion ordinance, each operator applies for a maximum, and the decision fixes the highest amount it may charge. That is why Stockholm and Gothenburg differ.

RegionOperatorWhat happens
StockholmSLSurcharge plus a single fare; the surcharge then works as a 75-minute ticket
Gothenburg and Västra GötalandVästtrafikLower rate for ages 15–17; 10-day appeal; plain-clothes inspectors hand out an information card
SkåneSkånetrafikenInspections on all buses and trains, also by train conductors

The current amounts are in the Practical information table below.

Five mistakes that cost visitors money

Most surcharges for tourists are not deliberate fare dodging. They come from a handful of rules that work differently from home.

  1. App ticket bought but not activated. Västtrafik counts a digital ticket as valid only if it was bought and activated before you board. Activate on the platform.
  2. Card not tapped on boarding. Where you pay by tapping a bank card, the tap must happen as you step on. A card in your pocket is not a ticket.
  3. Wrong zone. A ticket that does not cover the zone you are in counts as no ticket. Check the whole trip in the app before buying.
  4. One tap for two people. SL’s card ticket is personal: each traveler must travel with their own payment card. Buy a group ticket in the app instead.
  5. Reduced fare without the right ID. Student and youth fares need the matching ID card. Without it you pay the surcharge; Skånetrafiken writes it off if you bring full documents to a customer center within five working days, for a fee.

A dead phone is no excuse either. Konsumentverket (the Swedish Consumer Agency) warns that if your phone does not work, you may have to pay. Västtrafik cuts the surcharge to a small amount if you later prove you held a registered ticket.

What inspectors can and cannot do

Inspectors wear uniforms with identity badges; plain-clothes inspectors must show their ID when the check begins. Ask to see it.

Inspectors canInspectors cannot
Ask for your ticket and read it with a handheld scannerTake payment from you on the spot, in cash or by Swish
Ask for ID if you have no valid ticketDecide your dispute; that goes to the operator’s customer service
Remove you from the vehicle or paid station area if you refuse to buy a ticket or pay—
Call the police, who must assist a removal on request—

The law’s only enforcement power for inspectors is removal (avvisning) of a traveler who refuses both to buy a ticket and to pay the surcharge, with police help on request. Västtrafik says it asks for ID, may call the police if you refuse, and warns that giving false or someone else’s details is a crime that can lead to prison. Give your real name.

Is it a crime?

The surcharge itself is a fee owed to the operator, not a court fine. Deliberately riding without paying can, however, be ringa bedrägeri (petty fraud) under the Penal Code, with fines or up to six months in prison. Västtrafik states that once the surcharge is paid, the matter does not go on to prosecution.

How to dispute a surcharge

The law contains a clause written for exactly the confused visitor: no surcharge may be charged if the missing ticket is excusable because of age, illness, bristande kännedom om lokala förhållanden (unfamiliarity with local conditions) or another circumstance. The inspector may still issue the slip, so the excuse has to be argued afterwards.

  1. Keep and photograph the slip or information card.
  2. Write down the vehicle, line, time and exactly what happened.
  3. Write to the operator’s customer service, not the inspector, within its deadline. Västtrafik’s is 10 days from issue.
  4. Quote section 2 of Lag 1977:67 if you were genuinely confused, and attach evidence: a bank record of a tap, app screenshots, receipts.
  5. If a train company says no, Konsumentverket points to ARN, the National Board for Consumer Disputes. You must complain within a year of first contacting the company, and it takes about six months.

Simply not having bought a ticket rarely qualifies as excusable. A ticket you held but could not show is a stronger case: Västtrafik reduces the surcharge if you prove it.

Paying from abroad

The surcharge stays a debt to the operator when you leave. Västtrafik collects through its payment partner Ropo with the OCR reference on the slip, and posts a copy to your Swedish registered address, which a visitor does not have. So pay or dispute online with the reference on your own slip and keep the confirmation. Pay only through the slip, the letter or the operator’s own website, never through a link in an unexpected text message.

Long-distance trains run under each company’s own conditions and amounts; see buying train tickets in Sweden.

FAQ

How much is the fine for no ticket in Sweden?

It is a surcharge called tilläggsavgift, and each operator sets its own amount within a maximum fixed on application. In October 2026 SL in Stockholm charges 1,850 kronor plus a single fare, while Västtrafik in Gothenburg and Skånetrafiken charge 1,500 kronor. Västtrafik charges 750 kronor for 15–17-year-olds. Check the operator’s site for other regions.

Is a tilläggsavgift a criminal fine?

No. It is a fee the operator charges under Lag 1977:67, collected like a debt, not a court fine. Deliberately riding without paying can still be petty fraud under the Penal Code, with fines or up to six months’ prison, but Västtrafik says that once the surcharge is paid, the case does not go on to prosecution.

Can I get out of the surcharge as a tourist?

Sometimes. The statute forbids the surcharge when the missing ticket is excusable, naming unfamiliarity with local conditions, age and illness. The inspector may still issue it, so write to the operator quickly, explain exactly what happened, quote the excuse ground and attach evidence such as a bank record of a tap. Simply not having bought a ticket rarely qualifies.

Can ticket inspectors detain me or make me show ID?

Their statutory power is to remove you from the vehicle or the paid area if you refuse to buy a ticket or pay the surcharge, and the police must help on request. Without a valid ticket you will be asked for ID; Västtrafik says it may call the police if you refuse. Giving false details is a crime.

What if my phone died before the inspection?

You can still be charged. Konsumentverket says a ticket in your phone must be showable throughout the journey, and a phone that does not work may mean paying the surcharge. Västtrafik reduces it to 150 kronor if you later prove you held a registered ticket. Keep the phone charged or carry a card you can tap.

How do I dispute a tilläggsavgift?

Write to the operator, not the inspector, within its deadline, which is 10 days at Västtrafik. State the time, line and what went wrong, quote Lag 1977:67 section 2 if you were genuinely confused, and attach receipts or screenshots. For train companies that refuse, Konsumentverket points to the National Board for Consumer Disputes, ARN, for a 150 kronor fee.

What happens if I go home without paying?

The surcharge stays a debt to the operator; leaving Sweden does not cancel it. Västtrafik collects through its payment partner Ropo, using the OCR reference on the slip, and you can pay online from abroad. Treat it like any unpaid invoice: pay it, or dispute it in writing within the deadline, rather than ignoring reminders. Use only the reference on your own slip or letter.
