The EU rewrote its pet-travel rules on 22 April 2026, and most dog-travel guides haven’t caught up. Here is what Sweden actually asks for now, by where your dog is coming from — and the leash law you land in.

When you need this

You’re planning a ferry crossing or road trip with your dog, flying in from Britain or North America, or driving between Norway and Sweden. Or your dog’s passport was issued years ago and you want to know whether it still works. It does — but some of the rules around it have moved.

What changed on 22 April 2026

Sweden applies the EU’s pet-travel rules. Until 21 April 2026 those came from Regulation (EU) No 576/2013, the regulation still quoted on most pet-travel sites. Since 22 April 2026 they come from the EU Animal Health Law and Delegated Regulation (EU) 2026/131.

The core didn’t change: microchip, rabies vaccination, a 21-day wait, then a passport or certificate. The details did:

Passports already issued stay valid for the dog’s lifetime.

One more change is coming but isn’t in force yet. The EU’s first regulation on the welfare and traceability of dogs and cats was adopted by the Council on 22 May 2026 and applies only after publication and transition periods. Parliament’s position included registering a pet online at least five working days before it arrives from outside the EU. Until the final text applies, no such step exists.

From the EU or Norway

Jordbruksverket (the Swedish Board of Agriculture) puts EU countries, Norway, Switzerland, Iceland and a few microstates in the same group. For these, your dog needs:

  1. A microchip first. The ISO chip has to go in before the rabies vaccination; a vaccination given before chipping doesn’t count. A clearly readable tattoo applied before 3 July 2011 is also accepted.
  2. A rabies vaccination from 12 weeks of age, followed by a 21-day wait after the primary vaccination. In practice a puppy can’t travel until it is about 15 weeks old.
  3. An EU pet passport (sällskapsdjurspass) recording both.

Norway is the exception. A dog travelling with its owner directly from Norway needs a chip and a passport but no rabies vaccination — and Norway returns the favour for dogs travelling only between the two countries.

From the UK, the US and other listed countries

The UK (Great Britain, the Channel Islands and the Isle of Man), the USA, Canada, Australia and several dozen others are on the EU’s list of countries whose rabies situation is documented and monitored. From these, the dog needs:

  • an ISO microchip, fitted before the rabies vaccination
  • a rabies vaccination and the 21-day wait
  • an EU animal health certificate (djurhälsointyg) completed and stamped by an official vet in your country
  • a signed owner declaration

No titre test is required — unless your route transits a country where rabies is not under control. Flying in directly from outside the EU, you must land at Stockholm Arlanda or Göteborg Landvetter, or enter through an approved travellers’ point of entry elsewhere in the EU, where the certificate is stamped.

British readers: since 22 April 2026 an EU-issued pet passport no longer works for Great Britain residents travelling into the EU. You need an animal health certificate from your vet before each trip. A UK–EU veterinary agreement may simplify this later; no date has been set.

If you left the EU with your dog on a valid EU passport, you can use that passport to come back to Sweden.

From a high-risk rabies country

Countries where rabies isn’t under control — Jordbruksverket’s examples include Brazil, China, Thailand, Turkey and Ukraine — add a blood test and a long wait:

  1. A vet takes a titre sample at least 30 days after the rabies vaccination.
  2. The result must be at least 0.5 IU/ml.
  3. The health certificate can’t be issued until at least 90 days after the sample date.

Start three to four months ahead; the periods run back to back and can’t be compressed. A dog without adequate protection can be refused entry, quarantined at the owner’s expense or, in the worst case, put down.

Declaring your dog at customs

Every dog entering Sweden must be registered with Tullverket (Swedish Customs), every time. If you live in another EU country and travel from there on an EU pet passport, you can register online before arrival. Everyone else — including Norway, UK and US arrivals — uses the red channel (röd kanal). Walking through the green channel with an unregistered dog can get it refused entry. Tapeworm: not for Sweden, yes for Norway

Older guides still tell you to deworm your dog before entering Sweden. That requirement no longer exists. In Jordbruksverket’s words, there is no deworming requirement because the fox tapeworm (dvärgbandmask) already occurs in Sweden. Deworming is recommended, not required.

Norway is different. Dogs entering Norway, including from Sweden, need a vet to give praziquantel treatment 24–120 hours before crossing, certified in the passport. On a Scandinavian road trip, book that vet visit around your border day.

Banned breeds: none

Sweden bans no dog breed. In March 2026 the Riksdag passed a reform called Hund under kontroll, in force since 1 May 2026, which gives county boards and police stronger powers over individual dangerous dogs. In the same vote it rejected a motion for breed-specific rules. Your dog’s breed has no bearing on whether it can enter.

Once you’re here

The leash period. From 1 March to 20 August, the law requires dogs to be supervised so they can’t run loose where wildlife lives. The statute doesn’t say “leash”, but in nature a leash is the only practical way to comply — Swedes call it koppeltvång. Nature reserves and national parks set their own binding rules, so read the entrance sign. Our leash law guide covers the detail.

Towns have their own rules. Stockholm, for example, requires a leash in all public places outside designated dog areas, bans dogs from marked bathing beaches from 1 June to 31 August, and requires you to pick up after your dog. Other towns differ; signs saying hundförbud mean no dogs.

Ticks. Check the coat daily from spring to autumn and ask a vet — not a pet shop — for a tick product with the right indication. See ticks in Sweden.

Buses and trams. Rules are set by each regional operator. In western Sweden, Västtrafik lets dogs ride free on a leash or in a carrier, at the back of the vehicle for allergic passengers. Trains and ferries are covered in dogs on public transport.

What do I need to bring my dog to Sweden from another EU country?

An ISO microchip implanted before vaccination, a rabies vaccination given at least 21 days before travel, and an EU pet passport. No tapeworm treatment is required. Register the dog with Tullverket online before you arrive if you live in the EU and travel on an EU passport; otherwise use the red channel.

Does my dog need tapeworm treatment to enter Sweden?
