Stockholm’s rental flats are handed out by queue time, not by who pays most. That makes rents fairly moderate and waits very long. Here’s how the queue works, why it is so slow, and what it means if you need a home for months rather than decades.
When you need this
You’re moving to Stockholm for a job, a degree or a working holiday, and someone tells you to “just join the queue”. Or you’ve been offered a first-hand contract for a fee, or a sublet that looks too good. Maybe you’ve read that Sweden introduced market rents in 2026 and want to know if that changes anything. This page answers all of that.
How the housing queue works
Most rental flats in the Stockholm region are let through Bostadsförmedlingen, the housing agency owned by the City of Stockholm. Every flat goes to the applicant with the longest queue time (kötid) who also meets the landlord’s conditions. The landlord sets those conditions and the agency checks them.
The queue is not one long line. Each advertised flat gets its own queue of people who have registered interest in it. Most people registered are not actively searching: of 894,592 registered at the end of 2025, only 88,918, about 10%, made at least five applications that year.
Queue time counts from the day you register, belongs to you alone and cannot be transferred. When you sign a permanent lease through the queue, your queue time resets to zero. Short-term contracts (korttidskontrakt), student flats and senior flats let you keep it.
The numbers for 2025
Bostadsförmedlingen let 20,861 homes in 2025. These are its own figures:
| Measure (2025) | Figure |
|---|---|
| Average queue time, ordinary rental flat | 9.0 years |
| City of Stockholm | 12.4 years |
| Inner city | about 21 years |
| New builds only | 5.8 years |
| Older stock only | 9.6 years |
| Student flats | about 4.5 years |
| Just over half of ordinary rentals went to | 3.7 to 13 years of queue time |
| Flats let to people with 0–2 years | 1,725 |
Distance matters most. In Södertälje, Sigtuna, Salem, Österåker, Tyresö, Upplands-Bro and Sollentuna the average was under five years. New builds need far less queue time than older flats. Flats marked Bostad snabbt (“home quickly”) are ones the agency expects few people to want, and taking one doesn’t reset your queue time. Boverket, the national housing board, still describes Greater Stockholm as being in clear shortage, both in 2026 and three years ahead.
Why the queue is so long
Swedish rents for ordinary rental flats (hyresrätt) are not set by bidding. If a rent is disputed, it counts as reasonable only if it is not noticeably higher than the rent for flats of equal use value (bruksvärde). Collectively negotiated rents weigh most in that comparison. Newly built flats may instead carry a negotiated “presumption rent” (presumtionshyra).
So a central flat costs only somewhat more than a similar flat in the suburbs, and price can’t sort out who gets it. Demand turns into waiting time instead. Bostadsförmedlingen puts it plainly: how fast you get a flat depends on where you want to live, how many others want it and how much rent you can pay. That’s why the inner city takes about 21 years and an outer municipality under five.
Joining the queue as a newcomer
You can register if you are 18 or over and have a Swedish personal identity number (personnummer) or a coordination number (samordningsnummer). Nationality doesn’t matter, and you can stay registered while living abroad. See our guides to the personnummer and to coordination numbers and bank accounts.
The queue costs a yearly fee set by Stockholm’s city council. If you don’t pay, your case goes dormant. Five months after the due date you’re deregistered and your queue time is gone for good.
Even at the front of the queue, the landlord checks you. The city’s housing companies require income in proportion to the rent: after rent you must keep at least Kronofogden’s normal amount, the enforcement agency’s minimum living allowance. They also ask for good references and no unpaid enforcement debts.
The honest verdict: join the queue if you plan to stay for years. It won’t house you during a stay of months.
What visitors do instead: sublets
Short and medium stays happen second-hand. That means a sublet from a tenant (andrahandskontrakt), a room in someone’s home as a lodger (inneboende), or a let from a private owner of a house or cooperative flat (bostadsrätt). Bostadsförmedlingen itself points people to listing services, social media groups and their own contacts. Marketplace listings for private lets are now on Qasa, which says Blocket Bostad has become Qasa.
Three rules protect you in a sublet of a rental flat:
| Rule | What it means for you |
|---|---|
| The tenant needs the landlord’s consent or the rent tribunal’s permission | Ask to see it in writing; without it the lease can be forfeited and you must move |
| Rent may not exceed the tenant’s own rent + max 15% for furniture + utilities at cost | Ask for the first-hand rent in writing |
| Overcharging without consent is a crime for the tenant | Fines or up to two years in prison, except in minor cases |
A tenant may take in a lodger without consent, as long as it doesn’t go beyond what the landlord must reasonably accept. Cooperative flats and owners’ homes follow other rules, including the Private Letting Act in force since 1 July 2026. Contracts, notice periods and how to reclaim an overcharge are all in our guide to long-stay rentals.
Contracts for sale are a crime
Because first-hand leases are so valuable, a black market exists (svarthandel). Asking for, agreeing to or taking money for letting a rental flat or transferring its lease is punishable by up to two years in prison, up to four in serious cases. Paying that key money is a crime too.
Offers to “take over” a lease for a fee are illegal, and many are simply scams. The police describe a fixed pattern: an attractive flat at a good price, an owner abroad or unable to meet, and a demand for money in advance. See the flat and the person before paying anything. Our scams guide covers what to do if you’ve already paid.
The 2026 reforms in proportion
Headlines about freer rents in 2026 are easy to misread. Here’s what actually changed:
| Date | Change | Affects ordinary rental flats? |
|---|---|---|
| 1 January 2026 | Presumption rents in new builds follow the general rent development | Only new builds with presumption rents |
| 1 July 2026 | Private Letting Act: private owners may charge rents comparable to similar private lets | No, only owners’ homes and cooperative flats |
| — | Use-value rent setting (bruksvärde) | Unchanged |
For the queue and its waiting times, nothing changed.

FAQ
How long is the housing queue in Stockholm?
In 2025 the average queue time for an ordinary rental flat through Bostadsförmedlingen was 9.0 years, 12.4 years within the City of Stockholm and about 21 years in the inner city. Just over half of the flats went to people with 3.7 to 13 years of queue time. New builds and outer municipalities such as Södertälje or Sigtuna needed much less.
Can a foreigner join the Stockholm housing queue?
Yes, if you are 18 or over and have a Swedish personal identity number or a coordination number; nationality does not matter, and you can stay registered while living abroad. The fee is 200 kr a year. The landlord still checks your income, references and debts, and queue time is so long that it rarely helps during a stay.
Why is it so hard to find an apartment in Stockholm?
Because demand far exceeds the flats let each year, and rents do not rise to match it. Swedish rents are set by comparison with flats of similar use value, mostly from negotiated rents, so central flats cost little more than suburban ones and demand shows up as queue time instead: 894,592 people were registered and 20,861 homes were let in 2025.
Is it legal to buy a rental contract in Stockholm?
No. Asking for, agreeing to or taking money for a rental flat or its lease is punishable by up to two years in prison, and paying such key money is also a crime. Offers to “take over” a first-hand contract for a fee are illegal, and many are scams. First-hand contracts are allocated by queue time, never sold.
How much can a sublet in Stockholm cost?
For a sublet rental flat, the rent may never exceed the tenant’s own rent plus at most 15% for furniture and the actual cost of utilities. Ask for the first-hand rent in writing. A tenant who sublets without consent and overcharges risks a fine or prison, and the rent tribunal, which is free, can order the excess repaid.
Did Sweden introduce market rents in 2026?
Not for ordinary rental flats. Their rents are still tested against flats of similar use value. What changed: from 1 January 2026 presumption rents in new builds follow the general rent development, and from 1 July 2026 a new Private Letting Act lets private owners charge rents comparable to similar private lets.
How do I avoid rental scams in Stockholm?
Assume the police’s pattern: an attractive flat at a good price, an owner abroad or unable to meet, and a demand for a deposit or rent in advance. See the flat and the person first, check the lease and the landlord’s written consent, and pay traceably. Never pay for a first-hand contract; it is a crime as well as a common scam.
