Sweden collects debts through a fixed chain with one state agency at the end. Here is how each step works, the exact point where the dreaded payment remark starts, and what it means for visitors, residents and anyone leaving Sweden with bills open.

When you need this

A Swedish inkasso letter has arrived about a bill you forgot, or never saw. Kronofogden has written to say someone applied for a payment order against you. You’re an exchange student or worker about to leave with final bills still open. A landlord or phone company has turned you down because of a betalningsanmärkning. Or a text message claims you owe Kronofogden money.

The chain from bill to Kronofogden

Kronofogden (the Swedish Enforcement Authority) turns an unpaid debt into an enforceable decision and then collects it by attaching wages or property in Sweden. It sits at the end of a chain that the law lays out step by step:

StepWho sends itWhat it means for you
Invoice and påminnelse (reminder)The creditorA reminder fee is allowed only if you agreed to it when the debt arose
Inkassokrav (collection demand)The creditor or a licensed collection agencyMust be in writing, itemised, with a reasonable time to pay or object
Betalningsföreläggande (payment order)Kronofogden, on the creditor’s applicationYou get a deadline to respond
Utslag (enforceable decision)Kronofogden, if you did not object in timeWorks like a court judgment
Utmätning (enforcement)KronofogdenWage or asset attachment in Sweden, plus a fee

Collection agencies need a licence from Finansinspektionen, the financial supervisor, and must follow good collection practice. No legal action may begin until the deadline in the collection demand has passed, unless the debtor is clearly evading payment.

How long is “a reasonable time”? The act doesn’t say. Finansinspektionen’s general advice, in force since 1 July 2025, says at least eight days from posting a paper demand, at least six days for digital mail, and always at least four banking days from when you can be expected to have received it. You’ll often read that eight days is the law; it’s agency guidance.

Fees along the way are capped by statute, and terms that charge more are void. A collection letter demanding more than the cap for its own cost is, absent special reasons, asking for money the creditor isn’t entitled to. The caps are listed under Practical information.

The payment order: the step that decides

The payment order is where your case is won or lost by default. When Kronofogden accepts a creditor’s application, it orders you to respond within a set time, which by law is normally no more than two weeks from when the letter is served on you.

  • Confirm receipt first. Kronofogden asks you to confirm you got the letter. Confirming is not the same as accepting the claim.
  • Object if it’s wrong, in writing, with your reasons. The creditor then has four weeks to ask for the case to go to the district court; otherwise it is struck out.
  • Stay silent and you lose. If you don’t object in time, Kronofogden issues an utslag as the creditor asked, and enforces it automatically.
  • Missed the deadline? Apply in writing for återvinning (a reopening) within one month of the utslag date.

Kronofogden also treats a claim as disputed when it looks unfounded, including collection costs above the statutory caps. That’s a safety net, not a reason to stay quiet.

The betalningsanmärkning

A betalningsanmärkning (payment remark) is a record held by private credit-reference agencies, not by Kronofogden. Lenders, landlords and phone companies see it when they run a kreditupplysning (credit check), which is why it makes renting a flat, getting a phone contract or borrowing harder. Sweden’s credit-check culture is explained in credit checks in Sweden.

QuestionAnswer
Does an inkasso letter give one?No. A collection demand on its own gives no remark
Does a payment-order application? Not for a private person; it can for a company
What does?Kronofogden’s utslag, a court’s default judgment, registered public debts, debt relief, bankruptcy
How long for a private person?Deleted no later than three years after the recorded event
Debt relief (skuldsanering)?Five years, or until the payment plan ends if later
Limited companies?Usually removed after five years; no statute sets it
Does paying remove it?No. Paying stops enforcement, not the record

Two corrections to what you’ll read elsewhere. First, the three years run from the recorded event, such as the utslag, not from the day you paid. Second, Sweden has not copied Finland, where a remark goes soon after the debt is paid: a Riksdag motion asking for exactly that was rejected.

Kronofogden cannot delete a remark; only the credit agencies decide. If an entry is wrong or misleading, ask each agency to correct it, and complain to IMY, the privacy authority, if they don’t. Kronofogden itself must, on request, correct, block or delete data about you that was misleading about your willingness or ability to pay, and blocked data must then be deleted by the credit agencies too.

New from 20 November 2026: a credit agency must tell you within 30 days when a default under a credit agreement is recorded against you. The 2026 amendments left the three-year rule unchanged, even if older pages suggest otherwise.

Public debts: fines, tax and fees take a shortcut

Debts to the state and municipalities skip the inkasso and payment-order steps. Unpaid tax, a street parking fine or an unpaid ordningsbot (fixed penalty) is sent straight to Kronofogden by the agency that is owed. A remark can then follow from the debt being registered there, but only once Kronofogden has notified you and you have had time to respond.

Which letter comes from which agency, and how foreign drivers pay or dispute them, is covered in fines from Sweden. Private parking fees are different again: they are civil claims that follow the private chain above (see parking in Sweden).

Visitors, residents and people leaving Sweden

You areWhat reaches youWhat matters most
TouristAn invoice, a private parking fee, a cross-border claimAnswer letters; the debt exists even after you go home
Resident (folkbokförd)The full chainA remark shapes renting, contracts and loans for years
Student or worker leavingFinal rent, power, phone and broadband billsSettle them and leave a foreign address and email
Living in another EU countryA European payment orderYou have 30 days from signing the receipt to object

Leaving Sweden doesn’t end a Swedish debt. Kronofogden says it can attach wages or assets you still have in Sweden even if you live abroad, though it cannot act where everything you own is abroad. A creditor can instead use the European payment order: once Kronofogden confirms it, it can be enforced in every EU country except Denmark.

How long does a debt live? Ordinary private debts expire ten years after they arise and consumer debts for goods and services after three, unless the creditor interrupts the period. Public debts expire five years after the end of the year they fell due, with exceptions. A remark and the debt behind it are separate: the record can go while the debt remains.

What to do when a letter arrives

  1. Check it’s real. Kronofogden never asks for card or account numbers by phone and never asks you to start BankID on a call. Fake messages often use poor Swedish or ask for euros. Type kronofogden.se yourself (see scams in Sweden).
  2. Read who sent it. A reminder or inkassokrav comes from the creditor or a collection agency; a föreläggande or utslag comes from Kronofogden.
  3. If the claim is right, pay before the deadline, to the creditor or agency named in the demand. Paying a Swedish bill correctly usually means quoting its OCR reference (see Bankgiro and OCR).
  4. If it’s wrong, object in writing to the collector and say why. Once you’ve raised a substantive objection, the collector should not apply for a payment order.
  5. If Kronofogden writes, confirm receipt, then object within its deadline.
  6. If an utslag is enforced, pay Kronofogden in Swedish kronor with the reference (OCR) number. Its English pages give bank details for paying from abroad.
  7. Check your record with the credit agencies if a remark looks wrong.

Kronofogden’s Mina sidor shows registered claims and debts, but logging in needs BankID or Freja eID+. Can’t pay? Contact the collector early about a repayment plan; a proposal should give you at least eight days to respond. Keep receipts and email threads, since they’re your evidence if a payment order ever arrives.

FAQ

How long does a betalningsanmärkning last in Sweden?

For a private person, Swedish law says the credit-reference agencies must delete it no later than three years after the recorded event, such as Kronofogden’s utslag. Paying the debt does not shorten that. Debt-relief records stay five years, or until the payment plan ends. Limited companies’ remarks are usually removed after five years, although no statute sets that period.

Does an inkasso letter give me a payment remark?

No. An inkassokrav from a collection agency is a demand, not a decision, and on its own it gives no remark. Neither does a creditor’s application for a payment order against a private person. The remark comes when Kronofogden issues an utslag or a court rules, so answering or objecting before then is what protects your record.

What happens if I ignore a letter from Kronofogden?

If it is a payment order and you do not object by the deadline, normally at most two weeks, Kronofogden issues an utslag as the creditor asked. That works like a court judgment: Kronofogden can attach wages or property in Sweden, fees are added, and residents get a payment remark. If you missed the deadline, apply for återvinning within one month.

Can Kronofogden collect from me after I leave Sweden?

Partly. Kronofogden says it can attach wages or assets you still have in Sweden even if you live abroad, but cannot act where everything is abroad. A creditor can, however, use the European payment order: once confirmed, it is enforceable in every EU country except Denmark. The debt itself does not lapse when you leave.

Will paying the debt remove my payment remark?

No. IMY, the privacy authority, says that if you pay after Kronofogden’s utslag, the remark still stays. It disappears at the latest three years after the recorded event. A proposal in the Riksdag to copy Finland, where paid remarks go quickly, was rejected. Only a wrong or misleading entry has to be corrected.

How do I dispute a Swedish debt-collection claim?

Write to the collection agency before the deadline in the demand, say you dispute the claim and why, and keep a copy. Once you have raised a substantive objection, the collector should not apply for a payment order. If Kronofogden still sends one, confirm receipt and object within its deadline; the case then goes to court only if the creditor pursues it.
