You found a phone plan, signed up, and got a polite no. Or a letter about a kreditupplysning arrived that you never asked for. Here is how Swedish credit checks work, what they can see, why a newcomer’s file is empty, and what to do about it.
When you need this
An operator refused your monthly phone or broadband contract. A landlord, car dealer or online checkout says it will “ta en UC”. A letter titled upplysningskopia (credit-report copy) landed in your mailbox. You just got your personnummer and still can’t get credit, or you want to know what Swedish companies can see about your income.
How a Swedish credit check works
Swedes say “ta en UC”, take a UC, after UC AB, one of the licensed credit bureaus (kreditupplysningsföretag). Running a bureau needs a permit from Integritetsskyddsmyndigheten (IMY), the data-protection authority, unless a bank’s own licence covers it. IMY’s register lists 14 nationwide permit holders, including UC, Creditsafe, Dun & Bradstreet and Syna.
The system works differently from the opt-in credit files some visitors know from home. Under the Credit Information Act, a bureau may process your personal data without your consent, and you have no right to object to it under GDPR. In exchange, the law gives you strong transparency rights, covered below.
The bureau doesn’t need you to tell it anything, because it builds the file from registers that already exist:
| Data in a UC report | Where it comes from |
|---|---|
| Assessed income, last two income years | Skatteverket, the Swedish Tax Agency |
| Name, address, civil status | Skatteverket’s address register (SPAR) |
| Payment remarks, debt balance, debt restructuring | Kronofogden, the Enforcement Authority |
| Student loans | CSN |
| Granted credit, misused accounts or credit | Swedish banks and finance companies |
Every one of these registers is keyed on the personnummer. That single number is what turns scattered records into a credit file (see the personnummer explained).
What a UC can see about you
The income in a credit report is not your payslip. It is the income Skatteverket has assessed in your tax decision, and it is visible to a bureau because Swedish tax decisions are public records. That rule narrowed recently: since income year 2023, only your decided total earned income (förvärvsinkomst) is public. Employment and business income shown separately were public only up to income year 2022, so pages saying “your whole tax return is public” are out of date (more in why Swedish incomes are public).
The law also sets limits on content. A report may not contain health, ethnicity or other sensitive data, and criminal records only with IMY’s consent for exceptional reasons. For a private person, the only payment failures that may appear are those established by a court or authority, such as Kronofogden, or that led to debt restructuring or a bankruptcy petition. A late bill you sorted out with the shop does not belong there.
Why newcomers get refused
A refusal in your first months is usually about an empty file, not a bad one. UC reports income for the two latest income years, only income declared in Sweden, and it says it has no way of adding income from other countries. Your salary on a new Swedish contract, your savings back home and your credit score from another country do not show up.
| Your situation | What the bureau sees | Typical result |
|---|---|---|
| Tourist, no personnummer | Nothing to look up | Contract and pay-later options decline |
| New resident, first year | Name and address, no assessed income | Often refused or offered less |
| After first Swedish tax decision | Assessed income for a full year | Ordinary credit check |
| Debt sent to Kronofogden | A payment remark, up to three years | Refusals across the market |
Citizenship doesn’t change this. An EU citizen and a non-EU citizen with the same Swedish record get the same report. What counts is a personnummer and Swedish-assessed income. Your first full income year shows up only once Skatteverket has decided it, during the following year, which is why filing your first Swedish tax return matters for more than tax.
Operators may credit-check you before a binding subscription, and the state’s newcomer portal lists the phone subscription among the things to do after you get your personnummer, not before. The same logic closes Klarna’s pay-later products to visitors: they require Swedish residence and a positive credit history, and Klarna checks through UC and Creditsafe (see Klarna and pay-by-invoice).
Your rights: the copy, legitimate need, corrections
The law gives you four tools.
- A free copy every time. When a report on you is released, the bureau must at the same time send you, free of charge, a written notice of what it contained and who requested it.
- Legitimate need. A report on a private person may go only to someone with an existing or planned credit agreement, or another reason to assess your financial risk. IMY’s examples: a landlord letting you a home, or an employer hiring you for a senior role with financial responsibility.
- Correction. If data is wrong, the bureau must investigate without delay, then correct, complete or delete it and send the correction to everyone who received it in the past twelve months. If the error sits in Kronofogden’s register, Kronofogden must correct or block it on request.
- Deletion. Data on a private person must be deleted at the latest three years after the event it concerns. Records of who asked about you go within one year, and debt restructuring within five years or when the payment plan ends.
You can also ask a bureau for your own data under the GDPR right of access; the first copy is free.
Warning: a copy from a company you have no dealings with means someone ran a check without a legitimate need. Contact the bureau, which must investigate, and complain to IMY if it doesn’t help.
Step by step for a newcomer
- Day one: buy a prepaid SIM. Registration accepts your passport and involves no credit check (see phone contracts and broadband as a new resident).
- Get your personnummer before applying for any contract.
- Expect the first check to be thin. A refusal now is about missing data.
- Ask the company what it can accept instead. Some may assess you manually; bring your employment contract and payslips.
- Read the copy that arrives. It names who asked and what they saw.
- Correct anything wrong with the bureau, or with Kronofogden if the error starts there.
- File your Swedish tax return. It creates the income record future checks read.
- Keep your payment record clean. A debt that reaches Kronofogden can become a remark visible for up to three years (see Kronofogden and payment remarks).
Applying with several operators in a row doesn’t help: each check leaves an inquiry on your file for up to a year. And never sign up through a friend’s personnummer, because the contract and any debt land on them.
What changes on 20 November 2026
Two changes take effect on the same day.
- Notice of a registered default. When a payment default or credit misuse linked to a credit agreement is registered, you must be told within 30 days, including your rights. Until then, you may first hear of a remark at your next refusal.
- A new consumer credit act. Lenders must make a thorough creditworthiness assessment and grant credit only if you can afford it.
Good to know: Older guides may not mention this yet. The 30-day notice comes from Lag (2026:1013), which adds a new section to the Credit Information Act from 20 November 2026.

FAQ
What does “ta en UC” mean?
It means running a credit check, named after UC AB, one of Sweden’s licensed credit bureaus. A phone operator, landlord or lender asks the bureau for a report built on your personnummer: assessed income, payment remarks from Kronofogden, loans and credits. By law you are sent a free copy every time a report on you is handed out.
Why was I refused a phone contract in Sweden?
Usually because the credit check found too little, not something bad. Swedish bureaus build reports from registers keyed on the personnummer, and income appears only after Skatteverket has assessed a Swedish income year. A newcomer has no such record yet. Start with a prepaid SIM, and ask the operator whether it can assess you manually.
Can a credit check see my salary in Sweden?
It sees your assessed income, not your payslip. UC reports income for the last two income years, taken from Skatteverket’s decisions and only income declared in Sweden. Since income year 2023, the public figure at Skatteverket is your total earned income for the year. Income from other countries cannot be added to UC’s file.
Does my credit history from home count in Sweden?
No. Swedish bureaus build their files from Swedish registers: Skatteverket, Kronofogden, CSN and Swedish banks. UC says it has no way of adding income from other countries, and nothing in its source list covers foreign credit files. You start with a blank Swedish record, regardless of citizenship, and build it through Swedish income and paid bills.
Can anyone run a credit check on me?
No. A report on a private person may be released only to someone with a legitimate need: an existing or planned credit agreement, or another reason to assess your financial risk, such as letting you a home. If you get a copy from a company you have no dealings with, contact the bureau, which must investigate, and you can complain to IMY.
How long does a payment remark stay on my Swedish credit report?
At most three years. Swedish law requires bureaus to delete data on private persons no later than three years after the event it concerns; debt restructuring stays up to five years. Records of who asked about you are deleted within one year. Paying the debt does not delete the remark early.
