Search for “Sweden minimum wage” and you will find invented numbers. There is no legal figure. What protects your pay is a kollektivavtal (collective agreement), and the most useful question you can ask about a Swedish job offer is whether one applies.
When you need this
- You have a Swedish job offer and nothing in law to compare the salary with
- A job ad or contract mentions kollektivavtal, ITP, SAF-LO or avtalsförsäkringar (agreement insurances)
- A colleague asks whether you have joined facket (the union)
- You are applying for a work permit and the employer mentions the union’s opinion
- You are comparing two offers, one with an agreement and one without
Why Sweden has no minimum wage
No Swedish law sets a wage. Laws cover working hours, holidays and job security, but the pay itself is left to collective agreements and individual contracts. That is a deliberate design, defended by both unions and employers, not a gap anyone is trying to fill.
Medlingsinstitutet, the state mediation office, counts about 650 collective agreements on pay. Just over 250 of them specify lowest wage levels, and those floors are set by age, years of service or job category, so there is no single national figure. Most agreements do not state the salary of the person being hired either. Your pay is negotiated individually when you are hired, sometimes starting from the agreement’s lowest level.
Every few years unions and employers renegotiate in an avtalsrörelse (bargaining round). Industry, the sector exposed to international competition, signs first and sets märket (“the mark”), the pay rise that the rest of the labour market follows. The current industry agreements run from 1 April 2025 to 31 March 2027, with raises of 3.4% and then 3.0%, so the next round falls in spring 2027.
What a collective agreement is
The Co-determination Act (MBL) defines a collective agreement as a written agreement between an employers’ organisation or a single employer and a union about employment terms. In practice it is the rulebook for a whole industry.
| What an agreement typically regulates | Why it matters to you |
|---|---|
| Pay structure and lowest wages | A floor below which your salary cannot go |
| Annual pay revision | Raises are negotiated rather than at the employer’s discretion |
| Hours, overtime and holiday | Can adjust the statutory rules for the industry |
| Occupational pension (tjänstepension) | Paid on top of salary |
| Sickness, injury and life insurance | Tops up state benefits |
Two rules give an agreement its force. It binds the members of the organisations that signed it, including people who join later. And an employer and employee bound by the agreement cannot validly sign a contract that undercuts it. Employers outside an employers’ organisation can sign a hängavtal (application agreement) directly with a union, committing them to the national agreement for their industry.
The system is backed by the constitution. Unions and employers have a constitutional right to take industrial action unless a law or an agreement says otherwise. Once an employer is bound by an agreement, a peace obligation applies, so lawful strikes happen where there is no agreement yet, or when an agreement has expired during a bargaining round.
Covered without joining
This is the part most newcomers get wrong. In 2025, 88% of all employees in Sweden were covered by a collective agreement, while union membership was just under 70%. A workplace with an agreement applies it to the employees in its scope, members or not.
| Group (2025) | Covered by an agreement |
|---|---|
| All employees | 88% |
| Public sector | All employees |
| Private sector | 83% |
| Private sector, blue-collar | 89% |
| Private sector, white-collar | 73% |
| Private firms with 1–9 employees | 44% |
| Private firms with 500+ employees | At least 99% |
So if you hear “70% coverage”, that is roughly the membership figure. Joining a union is voluntary. What it adds is individual advice and representation: unions advise on contracts, pay and working conditions, and can act if your employer breaks the agreement.
One thing union membership does not include is unemployment insurance. The a-kassa (unemployment insurance fund) is a separate organisation, and you apply to each separately; see how a-kassa works. There is also no tax reduction for union fees. The 25% reduction was abolished for fees paid after 31 March 2019, so older guides promising one are out of date.
When the employer has no agreement
The gap is concentrated in small private firms and among white-collar staff. Without an agreement, only the labour statutes apply.
Warning: an employer without a collective agreement has no pay floor beyond your contract, and occupational pension and agreement insurances are voluntary for it. A lower salary is legal, and the package can be worth far less than the gross pay suggests.
| With an agreement | Without an agreement | |
|---|---|---|
| Lowest wage | Set in the agreement | Only what your contract says |
| Pay review | Negotiated each round | At the employer’s discretion |
| Occupational pension | Required by the agreement | Voluntary |
| Agreement insurances | Required by the agreement | Voluntary |
| Statutory minimums (25 days’ holiday, written terms, job security) | Yes | Yes |
The statutes still protect you. You get 25 days’ paid holiday a year, and the employer must give you written key terms within seven calendar days of starting, including pay, hours and any applicable agreement. For job security and dismissal order, see LAS and job security in Sweden.
What to check in a job offer
Ask one question first: “Which collective agreement applies here?” The answer tells you the pay structure, the pension plan and the insurances. An employer that hesitates probably has none.
- Name the agreement. It should appear in your written terms within seven days of starting.
- Check the pension. With an agreement, the employer pays occupational pension on top of salary. Without one, ask in writing.
- Check the insurances. Agreement insurance tops up state sickness and injury benefits.
- Ask about pay reviews. At most Swedish workplaces pay is reviewed once a year, and bigger raises usually come with a new role.
- Compare packages, not salaries. The same gross pay is worth less without pension and insurance.
- Ask a union if unsure. Unions advise on contracts, pay and working conditions.
Avtalat, run jointly by the employers’ confederation and the main union confederations, explains agreement pensions and insurances in English. For the office side of working life, hours and fika, see Swedish work culture.
If you are not an EU citizen
Your work permit depends on these agreements. Pay, insurance and other terms must be at least on par with Swedish collective agreements or industry practice, and since 1 June 2026 pay must also reach 90% of the median salary. The relevant union is invited to comment on the terms. EU/EEA citizens need no permit, so no such test applies to their contract. Details are in work permits for non-EU citizens and moving to Sweden for work; for summer and ski-season jobs, see seasonal jobs in Sweden.
The EU directive and the Tesla strike
Two stories still circulate in outdated form.
The EU did not impose a minimum wage. The 2022 Adequate Minimum Wage Directive makes no coverage demands on countries above 80%, and Sweden implemented it only by giving Medlingsinstitutet a duty to report to the European Commission every second year. On 11 November 2025 the EU Court of Justice annulled parts of the directive’s Article 5 on statutory minimum wages. The government’s comment: Article 5 does not apply to Sweden, because Sweden has no statutory minimum wage.
The Tesla strike is over. IF Metall struck against Tesla from autumn 2023 to get a collective agreement, and on 13 August 2026 it announced that all action would end at 00:01 on 19 August 2026, after Tesla bought out all of the union’s striking members. Tesla still has no agreement. The dispute shows both the strength of the model, where unions may act to obtain an agreement, and its limit: an employer willing to sit out a long strike can carry on without one.

FAQ
Does Sweden have a minimum wage?
No. No Swedish law sets a minimum wage. Pay floors are written into collective agreements between unions and employers, and Medlingsinstitutet counts about 650 wage agreements, just over 250 of which specify lowest wages. Those floors differ by industry, job, age and experience. If your employer has no agreement, your contract alone sets your pay.
What is a kollektivavtal?
A kollektivavtal is a written collective agreement between a union and an employers’ organisation or a single employer about pay and employment terms. It typically covers pay structure, hours, overtime, holiday, notice, occupational pension and insurance. An employer bound by an agreement cannot validly agree a contract that undercuts it. In 2025, 88% of employees in Sweden were covered.
Do I have to join a union to be covered by the collective agreement?
No. Membership is voluntary and coverage does not depend on it: in 2025, 88% of employees were covered by an agreement while union membership was just under 70%. A workplace with an agreement applies it to the employees in its scope. Joining gives you individual advice and representation, and a union can help if your employer breaks the agreement.
What happens if my employer has no collective agreement?
Only the statutes apply: rules on hours, holidays, written terms and job security. There is no pay floor beyond your contract, and occupational pension and agreement insurances are voluntary for the employer. Without an agreement, check the offer for pension, sick-pay top-ups and annual salary reviews, and ask for them in writing.
Why is Sweden against an EU minimum wage?
Because pay floors are set by unions and employers, not by law, and both sides want to keep it that way. The 2022 EU directive makes no coverage demands on countries above 80%, and Sweden backed Denmark’s challenge to it. In November 2025 the EU Court annulled parts of the directive’s article on statutory minimum wages, which does not apply to Sweden.
Is the Tesla strike in Sweden over?
Yes. IF Metall ended all industrial action against Tesla’s Swedish companies at 00:01 on 19 August 2026, after Tesla bought out all of the union’s striking members. The strike began in autumn 2023 to obtain a collective agreement, and Tesla still has none. It became the best-known test of the Swedish model in decades.
What salary do I need for a Swedish work permit?
Since 1 June 2026, at least 90% of the median salary: SEK 34,470 a month from 16 June 2026. Pay, insurance and other terms must also be at least on par with Swedish collective agreements or industry practice, and the relevant union is invited to comment. EU/EEA citizens need no work permit. Check Migrationsverket before applying, as the median changes yearly.
