Snus is the one tobacco product Sweden may sell and the rest of the EU may not. Buying it here is easy. Taking it home depends on the border you cross next, and on whether your can holds tobacco or a nicotine pouch.

Snus is moist ground tobacco that you tuck under your upper lip. Most people buy it in small pouches (portionssnus), and some buy it loose (lössnus) and shape a portion by hand.

EU law requires every member state to ban the sale of “tobacco for oral use”, defined as oral tobacco in powder or particulate form, especially in sachets. The same article leaves Sweden’s accession terms untouched, and that carve-out is the whole reason snus is sold here. So a can that sits next to the chewing gum in a Stockholm supermarket cannot legally be sold in Germany, Denmark or Finland. Germany’s own statute says it in one line: placing oral tobacco on the market is prohibited.

The ban covers sale, not carrying your own supply. That distinction is what the rest of this page turns on.

Buying and using snus in Sweden

You must be 18 to buy snus, and the seller has to make sure you are. It’s sold in supermarkets, convenience stores such as Pressbyrån and 7-Eleven, and petrol stations. Systembolaget doesn’t sell it. Shops usually keep it in a fridge, and staff ask for ID if you look under 25.

Snus is not smoking in Swedish law. The Tobacco Act’s smoke-free rules (restaurant terraces, public transport, playgrounds, building entrances) cover tobacco smoke, e-cigarettes and heated tobacco, not oral tobacco. A venue or an employer can still set its own rules, so a sign that says otherwise is worth respecting.

What the law does catch is the used pouch. Dropping one outdoors is littering, which has covered small litter since 1 January 2022 and carries an 800 kr on-the-spot fine. Many cans have a compartment in the lid for used pouches; use it until you reach a bin.

If you’ve never used nicotine, start with a small, low-strength portion. Snus delivers a strong dose of nicotine and is addictive.

The confusing bit is the word “white”. White portion snus is still tobacco, just in a drier pouch. Vitt snus in everyday speech usually means the tobacco-free pouch. If someone at home asked for “white snus”, find out which one they mean before you cross a border.

Taking snus home

Sweden sets no limit on tobacco you take out. Inside the EU, tobacco taxed in Sweden owes nothing further in another member state, as long as it’s for your own use and you carry it yourself. The limit that matters is the one at your next border, and it varies a lot.

Finland

Finland is the strictest EU neighbor. You may bring 1,000 grams of snus, chewing tobacco or nasal snuff per calendar day, for your own use only. Cans for a partner or friends count against you and may not be gifts. Above 1 kg you pay excise on the excess.

New in 2026: since 1 February 2026 no traveler may bring more than 1,000 grams of nicotine pouches into Finland from any country, even with the tax paid. Older pages treat pouches as unrestricted, so don’t trust them. Finnish residents coming back from a short trip outside the EEA other than by air may be unable to import snus products at all.

Norway

Norway treats snus as tobacco. Visitors who live outside Norway may bring 200 cigarettes or 250 grams of tobacco, snus included, from age 18; Norwegian residents get half. Above the quota you can declare and pay tax on up to 500 grams of tobacco or snus in total. Nicotine pouches are different: they are banned imports and are confiscated even if you’re within the quota. Our Sweden–Norway border guide covers the full quota and the fines.

Great Britain

Britain’s tobacco allowance from anywhere outside the UK is one of 200 cigarettes, 100 cigarillos, 50 cigars, 250 g of tobacco or 200 heated-tobacco sticks, and you can split it. GOV.UK doesn’t name snus, so count it as tobacco. Go over and you pay tax and duty on the whole category, not just the excess, and undeclared goods can be seized. There’s no allowance at all under 17.

Germany and other EU countries

German law bans the sale and supply of oral tobacco, not a traveler carrying a personal supply bought in Sweden. German customs publishes no snus-specific quantity. You’ll see a “500 g EU limit” and a “250 g German limit” on snus shops’ blogs, but we found neither in any EU or German customs source. Keep the amount plausibly for your own use and carry the receipts.

France

Since 1 April 2026, France bans the use, acquisition, possession and sale of nicotine pouches and other oral nicotine products. Chewing tobacco and pharmacy products for quitting are exempt. A French court suspended only the parts on manufacture and export, not possession. If France is your next stop, leave the pouches in Sweden.

Coming back into Sweden

If you’re heading back into Sweden from outside the EU, for example from Norway, snus has its own line in the allowance: 250 g, or a proportional share of the tobacco allowance. Nicotine pouches have no quantity line; they count against the SEK 5,000 (air or ferry) or SEK 3,500 value limit. See Sweden’s customs allowances.

Mistakes to avoid

  • Thinking snus is illegal in the EU. Only its sale is banned outside Sweden; carrying your own supply is generally lawful.
  • Filling the car with pouches for Norway. They’re prohibited imports.
  • Buying a year’s supply for Finland. The cap is 1 kg a day for snus and 1 kg total for pouches.
  • Flicking a used pouch on the pavement. That’s 800 kr.
  • Assuming a smoke-free sign covers snus. The law doesn’t, but the venue’s own rules might.

FAQ

Yes. Sweden is the only EU country where snus may be sold, thanks to an exemption written into the EU Tobacco Products Directive when Sweden joined. You must be 18 to buy it, and shops check ID. Using it is not covered by the smoking bans, so the law does not stop you taking a pouch on a terrace or a train, though venues can set their own rules.

Can I take snus home from Sweden?

Yes, for your own use. Sweden sets no export limit, and within the EU tobacco taxed in Sweden owes nothing more if you carry it yourself for your own use.
