Swedes are relaxed about nudity in a few specific places and quite private everywhere else. Here’s where naked is normal, where it isn’t, what the Criminal Code actually says, and why “topless is legal in Swedish pools” is only half true.
When you need this
You’re heading to a Swedish swimming hall and don’t know what happens in the changing room. You want to know whether you can sunbathe or swim topless, or where the nudist beaches are. Maybe you’re wondering whether a midnight skinny-dip is legal, how to change on a beach with no cabin, or what applies to your kids and your camera.
Where naked is normal, and where it isn’t
The nude settings in Sweden are few and clearly defined. Outside them, ordinary modesty applies.

Pool rules require you to shower without swimwear before swimming; Uppsala and Trelleborg state it outright, and both refuse underwear as swimwear. The single-sex sauna is swimwear-free in the pool rules we read, while shared saunas in relax areas flip the rule: Håbo’s pool, for instance, requires swimwear in its mixed sauna. The sea-bath houses on the south-west coast are nude by tradition, but each sets its own details. Ribersborg in Malmö lets you wear swimwear in the sea pools if you prefer, never in the sauna. Helsingborg’s Kallis doesn’t use swimwear at all. Ribersborg also opens to everyone regardless of gender, families together, on the first Monday of each month. What the law actually says
No Swedish statute bans nudity as such. A police press spokesperson put it plainly to a local paper in 2022: being naked is in principle allowed anywhere, as long as nothing criminal lies behind it. What the Criminal Code (brottsbalken) does punish is specific behavior.

The first line is the one that matters for bathers. The test is the behavior and the setting, not nudity alone. Swimming naked on a busy family beach at noon is a very different act from a quiet swim on an empty shore at dawn. In a 2018 case, a prosecutor sought a fine for förargelseväckande beteende against a man who swam naked in Luleå’s public indoor pool.
Exposure aimed at a person is a different matter entirely. The statute treats it as a sexual offense, not an etiquette slip.
Topless: beaches and pools
On beaches, no statute addresses topless sunbathing, and the police position is that nudity is not a crime in itself. How common it is varies from beach to beach; watching what locals do is the best guide.
In pools, it depends on the pool. The usual story is that Sweden “legalized topless swimming” around 2015. What actually happened was a 2016 decision by the Equality Ombudsman (Diskrimineringsombudsmannen, DO). An intergender person had been told to cover their chest and was turned away from a Stockholm pool. DO found this was discrimination, and Stockholm removed its rule that people “who are or are perceived as women” must cover their upper body.
Stockholm’s current rule asks only for swimwear made for bathing that covers the genitals, which means a bare chest is fine for everyone there. But DO’s decisions guide; they are not law, and each pool still writes its own rules. Boxholm’s pool, for example, still states that girls and women do not bathe topless there. Nudist beaches and naturism
Nude bathing in Sweden has its own designated places, the naturistbad or nakenbad. Some are run by the municipality and listed with its other bathing places: Uppsala, for instance, lists Fjällnora naturistbad by lake Ramsen alongside its ordinary beaches. Others are looked after by local naturist clubs. The clubs belong to Sveriges Naturistförbund, the Swedish naturist federation, founded on 11 August 1957.
When the weather turns, the clubs move indoors. They hire municipal pools for clothes-free sessions, and the federation’s calendar lists several for autumn 2026. At one listed session the changing rooms stay split by sex because the building is shared, while the pool itself is mixed and clothes-free, and non-members are welcome. Municipal bathing places, naturist ones included, are free.
Skinny-dipping outside those places is usually fine if you’re genuinely away from other people. Changing on the beach
When a beach has no changing cabin, the normal solution is a large towel wrapped around you, or a hooded changing towel. Swedes do it routinely and nobody stares. What draws attention is lingering naked on a crowded beach, the kind of setting where the public-offense rule can apply.
Children and photos
Pools set their own ages for children in the other parent’s changing room. Klippan lets children up to 7 into the changing room with an adult of any gender. Helsingborg’s Kallis lets children under 7 into the parent’s sauna regardless of sex. Some pools, like Lund’s Högevall, have family and hbtqi changing rooms; there, they are the only ones without a sauna.
Photography is where visitors most easily cross a legal line. Many pools ban phones in changing rooms, showers and saunas, Ribersborg bans photography outright, and Stockholm requires permission to photograph or film at its pools at all. Staff of both sexes can work in changing rooms at some pools and bath houses, which is normal and written into their rules. On the beach, think before posting: sharing an image of someone’s naked body, a stranger’s child included, can be a crime if it is liable to cause them serious harm.

Is nudity legal in Sweden?
